World on Fire does waaaay more damage and has no risk compared to Fire blast w/ Overheat. TLDR: FB high risk low reward, WoF low risk high reward Fire Blast is chosen because it's the easiest ability to weave into the build without having to run augments or use a ridiculous amount of ability strength.
