I have collected all of the stones but the one in the Thalmor Embassy. I was there for the party and completed that quest but didn't grab the stone when I was there. I had most of them before I gave in and used the guide to find the last 2. This was back before they patched that one gem that was in the Thalmor Embassy to outside in that cave. I had to ramp my horse over the fence to get it, as I'd missed it during the Diplomatic Immunity quest. I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.
