If you turn the key and nothing turns on and the batt voltage stays the same, you probably have an open circuit caused by a missing connection. Check your ignition switch. What you have your leads to in the last pic is your starter relay and you are testing two positive termainals, hence 0V.First thing, verify that the starter is capable of cranking the engine, pull the spade off the solenoid and run a jumper to the main battery cable on the solenoid the motor should crank over, if it does come back on the forum and I will tell you where to start looking.
