With other abilities such as shield riding and the perfect dodge , performing the action unlocked the ability in the pause menu. But for charged attack, I use it all the time (simply hold the sword button and then release when charged) to kill enemies yet it never unlocks in the pause menu for ability controls. It doesn't work if you try to do it immediately after swimming up the waterfall for some reason. You have to land on the ground at the top of the waterfall, then jump down and slam the pedestal.
