Ubers is also a tier where I believe isn't fully represented by usage stats especially at lower usages and elos. Ubers, especially low ladder, is much more casual than usage based tiers- due to being the only place where favourite legendaries are legal, and a low barrier of entry (only a few bans and less new rules).
