Strongest party members would be in 1 and 2 though since they could change Personas albeit limited to certain arcanas if I recall. Then again you could argue the OG Persona users were built different since they were manifesting it in the real world and using it outside of battle to enchance their ♥♥♥♥.

A lot of the strongest personas of each arcana are actually good, though some of them the better ones are DLC, for example Judgment's strongest persona is Satan but Messiah Picaro is a much better persona overall. It all really depends on your play style and personal preference. The agreed upon best persona is Izanagi no okami picaro though.
Outside of that I'd say there are too many variables to say one persona is the absolute best as it depends on how you want to run your party, your personal playstyle etc. Also any persona can be quite powerful once you get good at fusion chains.
