I'm enjoying Fin's mod and am continually tweaking the settings to my liking. You may want to try messing the the three settings at the top of his config file. The default value for each is 1, but my understanding is the lower you set them the better the AI becomes in their reactions, time to shoot, and accuracy.

I use Fin's but not for the AI but mainly the gear and some other things. I use vanilla AI and I'm pretty happy with that. In the Fin config editor, there is an option that says "disable all AI changes" which is "false" by default, meaning any change you make in the AI section will apply.
